ddf0334b15 Switch Gall to use the Turbo vane. 
This fixes Gall and userland apps so that they boot. It then disables
%hall and %talk, which will only boot with the +fond jet disabled.
(Otherwise, we get a bail from the jet.)

a113515fba Transition ~marzod's Ask duties to a dedicated ship 
This commit allows Ask app responsibility/load to get taken off of
~marzod and assigned to a dedicated Ask ship: currently, ~socden-malzod,
a child of Tlon's ops star, ~dopzod.

78c1f091dc Make |overload take a start time, in addition to a recur duration. 
This will allow us to set |overload so it will run once a day at something
like 3 AM.

aa2843fedb Maintain old %warp interface. Use %werp for %west read requests.
