Small touch-ups to simulation behavior and ph tests. Most of them pass
now, even if they're still really slow at times.
The breach ones don't pass, but also complain of dangling bone, so might
work once the fix for that is in.
This gives us much higher cycle times when retrying tests over and over,
since we can just fast-forward past the boot sequence, which never
changes unless we change the pill.
Introduces a %boot-pill mark and associated types, to distinguish pills
that can be used to boot a ship and the ivory pill. Changes aqua to
receive this new %boot-pill mark

We need to get updates directly into %home in case the marks depend on
changes to hoon.hoon. %base has no reason to exist.
Our ota strategy is now to merge from parent/kids to home, then
parent/kids to kids.
Instead of providing a (unit path), allows for (list path), which better
supports the "update to path and subpath cases".
For example, if /things wants updates about everything, and
/things/specific wants updates about the specific thing, they'll both
need to receive a %fact when the specific thing changes.
Previously, these would have been two separate moves. Now, gall handles
the multi-targeting for you.
