Fix JSON parser decoding for UTF8
...
JSON supports Unicode as both UTF8 sequences and escaped UTF16. UTF8 is
encoded as between 2 and 4 bytes, the first byte of which governs the
length. The JSON parser was previously accepting any non-ASCII bytes as
UTF8 in any order.

Fix JSON parser decoding for escaped unicode
...
JSON supports Unicode as both UTF8 sequences and escaped UTF16. Unicode
points U+10000 to U+10FFFF are encoded as two consecutive escaped UTF16
units known as a surrogate pair. The JSON decoder was previously
treating surrogate pairs as two individual escaped UTF16 units. In
addition, the JSON standard allows hexadecimal letters to be either
uppercase or lowercase, which the parser was not respecting.

The JSON standard rejects all un-escaped, un-printable characters EXCEPT
for the delete character (ID 127, i.e. 0x7F).

in the past, +team meant "our / our moon", but
it has been primarly used to represent "our"
moons as having the full permissions of their
parents doesn't make a lot of sense anymore
this looks like the more elegant solution
instead of changing each instance of +team
I've combed through the uses of +team throughout
urbit/urbit and I'm quite sure that each instance
is better off as just "our"

zuse: add +balk core for remote scry path format

+balk defines a datastructure for a parsed remote scry path format in
addition to conversion gates to and from paths.
The new scry path format is /~ship/rift/life/vane/care/spur. Note that
desk no longer appears in the scry path format and should instead be
encoded as the first item of the spur.

+sign:schnorr crashes on `=(0 sk)`, so the bounds checking code is not
exercised for sk=0. It also crashes on `(gte sk n.domain.c)`, which is
redundant with the size check on sk, so we remove that.

lull: add acru arms for simply signing & authing

Instead of exporting keys so that caller can do this themselves, we
expose arms for signing and authenticating that produce and operate on
just the signature, without mangling it into the message.
