Add `noelle.dev` to webring
[noelle.dev][1] is the personal work and knowledge repository of Noelle
Leigh.
I've added the webring icon to the bottom right corner of every page.
It changes color (along with the rest of the site) depending on the
value of [`prefers-color-scheme`][2], without using JavaScript.
