webgpu: allow using Gl backend
This works for me on my radeon drivers. It undoes a bail out that I added as part of 3565. I'm not sure how best to handle the broken virtualbox driver situation at this time. refs: https://github.com/wez/wezterm/issues/3691 refs: https://github.com/wez/wezterm/issues/3565
