I think I may have inadvertently changed whether the arch portion
was included in the filename for stable releases.
Allow for that in the regex.
Remove debian 9 which is no longer supported.

docs: avoid occasional page build failure
...
Sometimes we race with the nightly build while it is deleting
and uploading artifacts.
Since they have stable names, just hard code those in the the
markdown.
