Enable clippy::needless_arbitrary_self_type (#8743)

This PR enables the
[`clippy::needless_arbitrary_self_type`](https://rust-lang.github.io/rust-clippy/master/index.html#/needless_arbitrary_self_type)
rule and fixes the outstanding violations.
