Add missing workspace edit capabilities (#6950)

Specification:

Adds a safe minimum of the capabilities that Zed supports already,
allowing rust-analyzer to send file edits on rename.

1a6cd73334 Cancel language server requests if request is dropped 
Before this change, we would send requests to language servers without
canceling them even if we never wait for their response.

Example: when doing document highlights, we'd send a request (modulo
debouncing) whenever a change was made, ignoring previously sent
requests that might still be in-flight.

With this change, we now send a Cancel request (from the LSP spec) to
the language server in case no one listens to the response anymore
(which is what happens when the `Future` returned by `request_internal`)
is dropped.

Add typo detection to CI (#4107) 
Adding the typos crate to our CI will take some doing, as we have
several tests which rely on typos in various ways (e.g. checking state
as the user types), but I thought I'd take a first stab at fixing what
it finds.

Add support for the experimental Next LS for Elixir (#3024) 
This is a PR I built for a friend of a friend at StrangeLoop, who is
making a much better LSP for elixir that elixir folks want to experiment
with. This PR also improves the our debug log viewer to handle LSP
restarts.

TODO:
- [ ] Make sure NextLS binary loading works.

- Added support for the experimental Next LS for Elxir, to enable it add
the following field to your settings to enable:

d61565d227 Do not resubscribe for Copilot logs events 
Copilot sends multiple events about its LSP server readiness, not necessarily recreating the server from scratch (e.g. due to re-sign in action).
Avoid re-adding same log subscriptions on the same LSP server, which
causes panics.

a979e32127 Utilize LSP completion itemDefaults a bit 
Tailwind likes to throw a lot of completion data at us, this gets it to
send less. Previously it would respond to a completion with 2.5 MB JSON
blob, now it is more like 0.8 MB.

Relies on a local copy of lsp-types with the `itemDefaults` field added.
I don't have write perms to push to our fork of the crate atm, sorry :)

c3a88857f9 Always respond to language server, even when its requests are malformed 
This was causing Pyright to get stuck waiting for a response when sending
us the `workspace/configuration` request. For some reason, after upgrading
to Pyright 1.1.293, `scopeUri` is being sent as an empty string sometimes,
which causes serde to error when trying to deserialize that request.

c4680e66ff Fix error on clangd when compile-commands.json is present

ca1d0a6e59 Ignore tokens that were not created via WorkDoneProgressCreate 
With the new version of rust-analyzer, we were seeing stray `WorkDoneProgress::End`
messages that create an imbalance in the `pending_diagnostic_updates` that never
resolves. This was causing the diagnostic status bar item to never update because
we wouldn't emit `DiskBasedDiagnosticsStarted` nor `DiskBasedDiagnosticsFinished`.

This commit fixes the above situation by only acknowledging progress report for tokens
that have explicitly been created via the `WorkDoneProgressCreate` request, as stated
by the protocol.

In addition to that, we are replacing the `pending_diagnostic_updates: isize` with
a `has_pending_diagnostic_updates: bool`. We added it at some point to prevent a similar
issue where we would observe begin/end reports in a seemingly random order, which would cause
us to permanently display a `checking...` message in the status bar. I believe this commit
fixes that as well because the `isize` was just a less general solution for the same
underlying issue. As the protocol states: "the token provided in the create request should
only be used once (e.g. only one begin, many report and one end notification should be sent
to it)."

339069b1d3 Cap MessageStream buffer size to 1MB 
We temporarily let it grow when the message size exceed the limit,
but restore the buffer's capacity shortly after. This ensures that,
for each connection in its entire lifetime, we only ever use 1MB.
