This is the third iteration of this PR ([v2
here](https://github.com/zed-industries/zed/pull/11949)) and uses a
different approach to the first two (the process wrapper lib was a
maintainability nightmare). While the first two attempted to spawn the
necessary processes using flatpak-spawn and host-spawn from the app
inside the sandbox, this version first spawns the cli binary which then
restart's itself *outside* of the sandbox using flatpak-spawn. The
restarted cli process than can call the bundled app binary normally,
with no need for flatpak-spawn because it is already outside of the
sandbox. This is done instead of keeping the cli in the sandbox because
ipc becomes very difficult and broken when trying to do it across the
sandbox.

generated using the script):

Updates `collab` to accept a `seed.json` file that allows you to
override the defaults. Updated the `README` in collab to just have
directions inside instead of redirecting the developer to the website.

This PR adds **internal** ability to run arbitrary language servers via
WebAssembly extensions. The functionality isn't exposed yet - we're just
landing this in this early state because there have been a lot of
changes to the `LspAdapter` trait, and other language server logic.
## Next steps
* Currently, wasm extensions can only define how to *install* and run a
language server, they can't yet implement the other LSP adapter methods,
such as formatting completion labels and workspace symbols.
* We don't have an automatic way to install or develop these types of
extensions
* We don't have a way to package these types of extensions in our
extensions repo, to make them available via our extensions API.
* The Rust extension API crate, `zed-extension-api` has not yet been
published to crates.io, because we still consider the API a work in
progress.

This PR adds a REST API to the collab server for searching and
downloading extensions. Previously, we had implemented this API in
zed.dev directly, but this implementation is better, because we use the
collab database to store the download counts for extensions.

This PR adds serialized versions of each of the themes that currently
ship with Zed.
In a future PR we'll be looking to make these the canonical
representations of the built-in themes.
Note that we're intentionally repurposing the `theme_importer` to do
this, so that crate is a bit rough-and-ready at the moment.

Instead, admins are specified using a JSON file, 'admins.json'. This file is
gitignored. If it is not present, there is a default list of admins in
'admins.default.json'.
* Generate the themes on build
* In debug builds, watch the theme sources. When they change, re-generate
the themes and reload the current theme, removing the need for the
`theme_selector::Reload` command.

Over time, I think we may end up having multiple services, so it seems like a good opportunity to name this one more specifically while the cost is low. It just seems like naming it "zed" and "zed-server" leaves it a bit open ended.
