Release Notes:
- vim: Added support for buffer-local marks (`'a-'z`) and some builtin
marks `'<`,`'>`,`'[`,`']`, `'{`, `'}` and `^`. Global marks (`'A-'Z`),
and other builtin marks (`'0-'9`, `'(`, `')`, `''`, `'.`, `'"`) are not
yet implemented. (#5122)
