widgets initially pick up the position of the mouse. Normally this event should only
produce Outcome::Nothing
, since other outcomes will be lost – there’s no way for the
caller to see that first outcome.
If a caller expects this first mouseover to possibly produce an outcome, they can call this and avoid the assertion.
