Siddharth Agarwal b2531e9232 parsers: use a lookup table to convert hex to binary
This is a hotspot for parse_manifest. With this patch, for a 20 MB, 200,000
file manifest, parse_manifest goes down from 0.153 seconds to 0.116.

Basic install:

 $ make            # see install targets
 $ make install    # do a system-wide install
 $ hg debuginstall # sanity-check setup
 $ hg              # see help

Running without installing:

 $ make local      # build for inplace usage
 $ ./hg --version  # should show the latest version
