b9a58b8f24 add simple direct API search tests 
API tests now no longer require a running Apache installation,
instead the website php scripts are called directly using the
appropriate enivronment.

8650e0fedd slightly relax viewbox parameter check 
Allow out of bounds parameters as long as the resulting box
covers some legal coodinates.
